The HR Practitioner behind the practice.

As The HR Practitioner, I work as a Strategic Advisor and Consultant to Directors, VPs, and State Government officials, producing impactful, strategic outcomes stateside and internationally. I have set up governance functions from Raleigh, NC to international boardrooms, whether that meant building workforce reporting systems, HR data analytics, headcount governance frameworks, or the risk models behind them.

My background also runs through federal and state government. As HR Operations Advisor for a $899M federal disaster recovery initiative, I served as Administrative Advisor to the Senior Advisor to the Secretary of the North Carolina Department of Public Safety (DPS). I architected two first-of-kind governance bodies with no template to work from, defining membership criteria, decision authority, document workflows, and appeals standards from the ground up. I worked directly with the Chief Counsel for the Secretary of DPS, senior attorneys and advisors, mayors, emergency management leadership, and social workers, and trained government officials on governance and HR practice at the state level. My work also includes regulatory compliance, and I train others in this discipline as well.

I hold a Lean Six Sigma Black Belt, and I apply that thinking, FMEA, MSA, control charts, root-cause discipline, to workforce and HR problems that are usually handled with instinct instead of a method. I hold a BS in Psychology (Organizational and Education Design) from Capella University, which grounds that engineering discipline in how people and systems actually behave.

As The HR Practitioner, I get inside the operation: diagnosing what is actually broken, whether that is a framework, a system, or a gap within the staff itself, and building a holistic plan to heal it. That work happens in real, messy operations, public sector and private, not from a slide deck.

Catching a compliance risk before an audit did

Situation
A manufacturing site's reported overtime and absenteeism rates looked healthy, but the underlying calculation method did not match the global standard formula.
Approach
Applied a measurement systems analysis lens to the reporting chain, recalculating from raw data rather than the aggregated report.
Result
Surfaced a materially higher true rate ahead of an active labor audit, and stood up an independent verification step as a compensating control.

Building governance where none existed

Situation
A newly scoped, multi-site P&C operations function had no operating rhythm, process documentation, or accountability structure.
Approach
Architected the full governance framework from the ground up: cadences, documentation standards, and cross-site coordination.
Result
A repeatable operating model now used as the site operations governance standard across the region.

Building governance for a $899M federal program

Situation
A federal disaster recovery program needed formal review and appeals committees, but no precedent or template existed to build from.
Approach
Architected two first-of-kind governance bodies from the ground up, including membership criteria, decision authority, document workflows, and appeals standards, while advising the Senior Advisor to a state public safety secretary.
Result
Governance documentation was adopted and submitted directly to the Governor's office and the Secretary, establishing cross-agency governance spanning four government bodies.
